A younger Motoko Kusanagi investigates crimes while trying to leave military control and assemble the people who might become her own specialist team.

Arise's version of team formation begins with Motoko attached to the 501st organisation rather than securely established in Section 9. Aramaki's plans and a sequence of manipulated identities bring her into contact with Batou and other specialists, making independence both an institutional and a personal problem.

Two women appear in a glowing green digital space, one dark-haired in purple and the other blond in pale blue.

Motoko's technical capabilities do not by themselves make her independent. Her military body, obligations and access to information connect personal agency to the institution that employs her. Arise turns the building of a team into a series of negotiations as well as investigations. The armed promotional figure states her physical confidence; the separate digital-space scene moves the question toward identity and connection. Start with borders 1–4, then Pyrophoric Cult. Alternative Architecture rearranges and divides overlapping material, so its television numbering is another edition rather than another ten stories to add. The New Movie follows separately.
