In a networked future Japan, cyborg Major Motoko Kusanagi leads Public Security Section 9 against cybercrime and political corruption. Their work ranges from protective duties to investigations of institutions with power of their own. Technology makes both bodies and information part of the battlefield.

Section 9 is an independent unit under the Home Affairs Ministry, so its investigations sit inside government even when their targets are politically uncomfortable. The original two television runs lead into Solid State Society; SAC_2045 continues this named branch. The 1995 film and Arise belong to different anime versions.

One early case begins with a new military walking tank leaving its test ground and heading through civilian space. Section 9 cannot initially tell whether it faces terrorism or an AI fault. The spectacle of armour above ordinary cars becomes an investigative problem: stopping a machine is different from understanding what is directing it.
