Humanity relies on the apparently clean Shizuma Drive for its energy. The secretive BF Group plans to stop the system, while the International Police Organisation tries to prevent disaster. Daisaku Kusama and the enormous Giant Robo stand among the forces opposing the shutdown.

The threat is directed at a shared infrastructure, so a loss of power can affect entire countries before the adversaries meet in person. Daisaku fights alongside the organisation's human experts as well as his robot. Masamichi Amano's score is credited to the Warsaw Philharmonic, a specific musical resource of this seven-part OVA.

Daisaku operates Giant Robo through a wristwatch coded to his voice, and he alone can command it. That concentrates extraordinary power in a twelve-year-old whom the International Police must protect. The small figure standing on the robot's huge head makes this dependence visible: the strongest weapon still needs its vulnerable human operator.
