ACCA: 13-Territory Inspection Dept.
ACCA13区監察課

Jean Otus travels between thirteen autonomous districts to inspect the organisation that keeps their kingdom running. His unhurried manner makes him difficult to read. ACCA turns the duties of an auditor into a way of approaching a state whose political relationships are less settled than they first appear.
The inspection department itself is threatened with closure in the opening episode: its superiors argue that a long peace has made it unnecessary. Jean continues to his next assignment under that uncertainty. His travels therefore involve checking the institution’s branches while his own place within it is being questioned.

ACCA was formed in response to the threat of a coup, and nearly a century of peace now makes its necessity a matter of debate. The argument over Jean’s department therefore sits inside an institutional memory: an organisation built to prevent instability has to justify itself when stability appears ordinary.
