Industrial robots called Labors have become part of ordinary work, bringing a new category of crime with them. Tokyo's police establish a special vehicle division to respond. Young officer Noa Izumi enters this world alongside the new Ingram police machine.

The setting treats giant machines as equipment within a city rather than objects confined to a distant battlefield. Police procedure and a specialised workplace provide the everyday frame. This is the television branch of Patlabor, whose earlier OVA and theatrical-film branch should not be folded into its episode count.

Noa's enthusiasm faces a workplace test at training school: a mock battle will help decide the team's assignments. Getting into the Ingram is a job to compete for, with other trained officers in the way. That modest professional ambition gives the police machines an everyday human stake alongside their size and firepower.
