Magic and advanced infrastructure now occupy the same city, and its visible prosperity conceals a darker system. His attempt to regain power gives the cyberpunk setting a particular point of entry: someone accustomed to absolute status must discover how influence works under new conditions.
The armoured figure under green light belongs to a different visual setting from the neon towers surrounding him in the portrait. Both images give power a material form, but their environments suggest different ways of organising it. Veltol’s problem is therefore more specific than waking in an unfamiliar century. The title he carries has to be made effective in a city that no longer grants it automatic meaning.
